Neighbours in yard

For context, during these winter months I’d see tracks in my backyard that go along my house, to the fence and back to the front but I could never tell where they came from and they’d kinda scare me. Until tonight when I went out to check while they were fresh, I saw they were coming from the neighbouring house. Now, I’m not 100% sure about the situation but I’m certain it’s some type of personal care home or whatever it could be referred to, I’m not familiar with the terms.. But a few of the residents there have obvious disabilities. I’ve also seen what looks like shift workers going in and out as it’s always the same people. Anyway, I constantly interact with these neighbours because whenever I go out, they come out as well and just watch me. I’ve had no issues with the casual “Hello” here and there but the tracks tonight are really bothering me as they stop to face directly outside my bedroom and my children’s bedroom. I’m here alone with them and I already have anxiety and fear from a home invasion we went through. I do not have a camera in my yard so I can’t “prove” it’s them but I do have photos of the tracks leading from their house into my backyard and outside our windows. Is there anything I can do about this without coming off as too hostile? Also looking for camera recommendations, I want to install at least one for now!
I do plan to communicate with any of the workers if I happen to see them anytime soon. But it’s really concerning for me as a single woman with two young kids for people to be creeping around my windows.
