Got some Garden Pro, veggie and flower, 10-15-19 fertilizer and wondering if its water soluble and if so, what are measurements ?  
Theres not much clear info on label.  
Would really appreciate some info.

it does not appear to be water soluble. They say use mixed into the soil alongside rows  
as follows.  
Vegetables: Mix 1 kg (2.2 lbs) per 5 m2 (50 sq.ft.) of prepared soil and water. Repeat  
applications every 6-8 weeks at 0.5 kg (1.1 lb) per 5 ms2 (50 sq.ft.) along the side of each row, work in well and then water.  
Shrubs and Flowers: Mix 1 kg (2.2 lbs) per 5 m2 (50 sq.ft.) of prepared soil and water. Repeat application every 8 weeks at 0.5 kg (1.1 lb) per 5 m2 (50 sq.ft.) around the base of plants.
