Yes, people need to follow the posted rules. But complaining about people parking on your street when you live next door to a hospital is like complaining about the trains when you live next to a train track. It was there long before you moved to the housed, so there should be no surprises there.
I mean, it's the same at the university too. It's 2 hour parking, and it's always full. And believe me, they monitor it. Same near the hospital. I've seen them out chalking lots of times.
If parking and getting a ticket is cheaper than paying for parking, while kinda an a**hat move, maybe means the parking fines are generally too low.
