Sunday shopping hours- Are we a leader or overly conservative?

While reading the linked article I posted in the Superstore discussion, I noticed one thing that stuck out like a sore thumb.
In the article they list stores that will be effected by their announcement, there's a large asterisk next to only Brandon and Winnipeg out of all of Western Canada:
"Certain restrictions regarding Sunday closures apply: see your store for details."
Brandon and Winnipeg of course only allow Sunday shopping between 12 and 6. If you go by the article all stores throughout BC, Alberta and Saskatchewan cities are not subject to that particular restriction.
I realize this is an issue that brought out a lot of passion in years past and that it is something that has been put into place by proper processes, but IMO it's important to ask:
- Are we being leaders in the 12-6 restriction? Should other places be following suit?
- Are we "behind the times" so to speak in giving Sunday different significance compared to other days from a business perspective?
