BSD may consider outside-of-bus cameras: Good idea or bad?

I was reading on Q's site this morning that the Brandon School Division is exploring the idea of putting cameras on the outside of school buses, much like Winnipeg is in the process of doing. Idea being to protect students' safety by catching drivers who pass busses when they shouldn't be.

What do people think of this idea? Would it help people think about what they're doing before they do it, or as the Winnipeg article quotes a law enforcement official as saying... would it be too difficult to enforce?
