I need help with the new garbage bins!!

Ever since all of the snow has landed in Brandon, I have discovered a new problem with the new garbage bins that the city graced us with. Since we aren't supposed to leave them in the back lane until they are full, mine are behind the fence in my yard, now surrounded by more snow than I can shake my shovel at. The bins are full, but I can't get them out into the lane. I have a back problem and cannot shovel all of the snow that is out there in my back yard, never mind all of the snow that is on the city-side of my fence that I would have to shovel in order to make a spot for my bins to sit in. Never mind trying to lug them down a shovelled path in the snow, up the little hill in the back lane so it can balance on the edge of the lane for the city to pick up. I am also a single person trying to make a living, and do not have extra money to hire someone to do all of that shovelling for me, besides why should I have to? Why can't we leave the bins in the lane for the winter? Also, what are my elderly neighbours supposed to do with their full bins that are sitting by their door, no where near the back lane? Why can't the city just do front road pick up for most of the city like they do in certain areas? It would make things so much easier for so many people in the city! Can anyone suggest ideas to me as to what I should do to solve my bin problems?
