mobile home question

I've searched for an answer on here but didn't notice an answer to what I am looking for in other mobile home threads. So sorry if it's been answered in another thread and if I happened to have missed it.
From what I understand mobile homes are suppose to be on the out skirts of the city limits, something to do with a law. I was just curious why is it they can't have some more in the city limits? For some of those mobile homes are in great shape and great starter homes since they can be quit cheaper then some houses.
