recession will be deep and painful but relatively short-lived

I Just heard this on the news today, and then was reading online about it. The 'experts' are saying that Canada will not be as hard hit as other countries, "the relative health of the economy, including low interest rates, low inflation, government balance sheets and relatively low unemployment entering the slump."
So who do we have to thank for this? Our current government? Past governments?
I know that right now the Conservative and Harper are not popular in the media right now, but with this info coming to light do you think this will be a boost for them?
