Brandon unemployment averaged only 3% in 2008

Per the story in today's paper, the average unemployment rate through 2008 was a measly 3% in Brandon last year. That compared to 5% in each of the two previous years. Just another indicator of how well our city is growing, and that we're barely keeping up with the demand for skilled workers.
Two questions:
The restaurant worker shortage has gotten it's share of attention in recent years. What other areas in particular have people run into where a business has had difficulty staffing?
What in your opinion is the best way for a city to maintain a proper balance of business demand for skilled workers, and the actual "supply" of skilled workers?
