Traffic circle #4 on the way?

Per the paper today, the city has some pretty significant plans to upgrade 1st street North in anticipation of greater traffic flow to and fro ACC (and presumably other future ventures).
As part of that it sounds like there's a chance we'll be seeing Brandon's fourth traffic circle.
Per the article:
"the city plans to build an 800-metre paved road from the corner of Centre Avenue and First Street North east and then south where it could intersect with Lori Road at a traffic circle connected to the ACC campus."
