Large Gravel Pile

Just wondering if anyone has any idea what the very large pile of gravel is about on No. 1 highway just east of town about 2 or 3 miles? I have heard it has to do with the bridge construction on 18th, but I have also been told differently. I am just wondering if anyone knows what's going on there for certain?
