snow route

i got a ticket the other night for being parked on a snow route and on the ticket there is no name i found this odd as i have gotten one before and it had a name on it. yes there is a sign that says no parking but i have also got a letter in my mail that says no parking if there is more than 5 cm of snow or if they are going to clear the street. there was no more than 5 cm of snow and they had just plowed the street the night before.i have payed off my ticket in the past and got a full refund.so anyway i was wondering does the ticket have to have a name on it?
