NO WATER PRESSURE

I lived in the 1600 block on 9th St now for the last 2 years and I am really getting pissed off about how many time our water gets shut every year. WHY can't they FIX the PROBLEM!!!! Everytime this happens we end up with less water pressure!!! Just today our water was shut off and now we doen't even have enough water pressure to get the shampoo out of your hair or barly get the soap off of your hands. Does anyone know what we can do about this Problem but obviously City of Brandon doesn't know how to fix this!!! Help!!! IS ANYONE ELSE HAVING THESE PROBLEMS?
