City's big mistake implementing new garbage cans

I realize and understand what the City was trying to do by implementing the new garbage/ recycling cans in Brandon but have we not realized yet that you cannot force people to do things?!? Even if they are good things like recycling?!?
I think that the garbage/ recycling cans are a great IDEA, realistically though they (in my view) are not working. Brandon in the last year has become covered in litter and I blame the new cans.
For individual houses they are probably okay, but I live in a complex of townhouses and this area is much dirtier than it was before... I realize some of this is just from snow melting and all the garbage left from that.. but I was here last year when the snow melted it was not this bad. This morning I went out and cleared all the garbage from the LITTLE "field" behind my house... it took me an hour and I filled TWO garbage bags (plus I recycled alot of crap that didn't go into those garbage bags.)
Here we have EIGHT garbage cans for EIGHTEEN households (these are family households) and SIX for FOURTEEN households!!! This is ridiculous (and even if we got more we'd have no where to put them because they already line up along the entire roadway.) Plus we have the recycling bins... we try to recycle as much as possible and so do some of the other families here I'm sure, but obviously not everyone does and that's out of our control... so right now ALL of the garbage cans are overflowing to the point that the 2 garbage bags I filled while cleaning up the field, I had to walk to a neighboring Bay and put it in their garbage cans... which were also overflowing.
These things look stupid all lined up on the street as there is no where else to put them and the landlord couldn't build any kind of fence around them even if he wanted to because of where they have to be located so that everyone has access to them (including the trucks that pick up)
I don't see why the City couldn't have left us the garbage bins we had and just given us a few recycling bins to be left beside the big bins?!? In a place such as this they don't work and are making the areas my kids play in disgusting!!!
I took the initiative and cleaned up where my kids mostly are, but should I have to do this all year?!? And all over the entire complex?!? Not to mention all the garbage that is all over the road now! Plus kids in the area like to kick them over or whatever... I talk to or yell at them about it depending my mood and my kids never do it because they know what kinda trouble they'd be in but REALLY!!
These things have caused more trouble then good, at least in my neighborhood and I'd like to see at least the garbage ones gone!!! Leave us the recycling bins, they're great... and they're never overflowing (unless it is with garbage because we have run out of bins for that)
