Fire Hall approved?

Ok I get that Bird gets the contract for the firehall 8.9 million. What I do not get is how can the estimated cost come in at almost 5 million less than originally said by the archetectral firm.
Did they not know the price of materials? (Things like this go up not down!)
or
Were there changes made to the original design by the city to make themselves look good (or stupid) in the eyes of the citizens?
If they did make changes- what impact does it have on the fire department and city as a whole. Remember this was to service the entire city.... If they down sized will it still do that or are you going to get the third hall eventually that most people felt was needed?
