possible grass clippings solution for the City of Brandon

I was thinking on the lawn clippings, garden clean up issue.
We all have our 'street days' for recycling and trash pickups, every week.
If the city added an extra collection day FOR CLIPPINGS ONLY to our routes this should solve the 'what to do with clippings?' issue.
For the apartments bring back their large metal bins. Make sure they are picked up each week so they don't begin overflowing.
For larger pieces of trash (this means couches, beds, larger sized stuff) charge a small affordable free to pick up the item. But, please, City pick them up!
Don't leave them lying around to become trash eye sores. And in no way encourage others to just 'dump it and forget about it'.
For the streets who have a line of bins waiting for collection there an easy solution, too. Erect a fence, (scrap wood, recycle!) to create a buffer and protect the bins from the wind. Easy inexpensive solution.
Just my idea for a solution.
