Enjoying a walk on the paths at the Conservation area....

when we were faced head on with 2 guys on a motorized scooter/motorbike?? We first came across them on the walking path on Kirkcaldy, then again on the far path by the water. Since when has the walking path turned into a path for motorized vehicles. We stopped them with our arms out and mentioned that this is a "walking path" and they said they are legally allowed to ride and they also don't require a license. Seems odd to me, why not just drive on the road? We love to walk this path as a family as do others so am I wrong to think this should not be allowed??
