City going against grain and NOT raising dump fees

I thought this deserved a mention..
Per the Free Press link below, an increase in fees to Manitoba garbage dumps has caused most major landfills in the province to raise fees... passing that raised fee along to the consumer.
Brandon hasn't raised fees, hoping to offset the cost with money from increased recycling:
