25 Million for Brandon's Jail!?

To expand it? Hiring more staff would be essential for that, I see really no point in this 25 million being invested. Jail should be a punishment, not a investment.
People should be forced to pay their way to jail(criminals themselves) like day by day and on their release date, they owe so much or they starve until they get let out.
