While it doesn't appear to be officially open, it looks like quite a few pedestrians have been enjoying use of the new bridge's super-wide pedestrian lane already.  
 
Although I'm assuming the thing is as stable as it's ever going to be, it should be noted that construction workers still have a sign on the North side indicating that pedestrians are to be using the small temporary crossing on the old West bridge.  
 
At any rate I wouldn't be surprised to see it officially opened to pedestrians any day now...
