New Snow Clearing Law in Brandon?

Our landlord just showed up and said that there's a new law in Brandon, that requires all businesses to have their sidewalks clear of snow by 10am or face fines.
Has anyone seen this in writing yet? Is it just a proposed bylaw, or is it passed?
I need some details on it because my business does not open till 10am 6 days a week, and not till Noon on Sundays. I completely understand the bylaw, but it's pretty tough to comply with when we don't open for 2 hours after the deadline.
Anyone know anything?
