Perminant Parking Ban????

We live in a new development in Brandon. Just got a notice today (from the developer, not city) that we can no longer park on the street at all.. We as do many others have two vehicles, with a single car driveway. There is no other place to park our second vehicle and have the ability to plug it in.
There is no starting effective...date, no bi-law citied, and a threat that "parking on the streets are subject to being ticketed and/or towed at the owners expense" The streets are narrow, because of obvious poor planning on the developers part.
Is this a load of crap or can they actually enforce this?
PS: there are no NO PARKING signs up or anything
