Noisy apartment neighbors, what to do??

I live in a 2 level apt building. I'm on the first level and my neighbors upstairs have a kid, probably between 1 and 2yrs old. They are constantly running and it's very loud and noisy. I don't think the kid ever walks. It honestly sounds like they are just jumping up and down. How do I approach my neighbor and ask them to keep it down without seeming too petty? I realize kids like to run but I think I have a right to ask them to not stomp around all day. I can't even sit around and watch TV without it bothering me. What does anyone think about this? Anyone else have this problem?
