Driving rules when street lights out

Just a quick note everyone. Took the hubby to work this morning (with two little ones in tow), lots of traffic lights are out. As far as I know the rule is to then treat these intersections as a four way stop. At five different lights saw people zooming through like nothing was different and not obeying traffic laws. Could have been hit many times. Please slow down and obey the rules of the road people!!! Oh, and please let me know if I have this rule wrong.
