Public organization salary disclosures- Good or bad?

The threads relating to the City and RHA salary disclosures have brought up a more general but very debate-worthy topic.
The Manitoba Public Salary Disclosure act (viewable at
http://web2.gov.mb.ca/laws/statutes/ccsm/p265e.php ) has been in place since 1996. It requires employers such as the city and RHA to disclose salaries of all staff earning $50,000 or more.
I presume that the act is in place as a safeguard against inappropriate use of public taxpayer funds, which I think most would agree is a good thing to do. The downside is that it prevents many people in Manitoba from keeping their incomes private (or at least the portion of their income earned from an organization operating on taxpayer funds).
In your opinion is having this act a worthwhile and necessary thing for Manitoba, or does it go too far from the perspective of individual employees whose salaries are being disclosed?
