Snow Clearing - Your feedback is appreciated

Recently the businesses in the snow cleaning and clearing were advised that the Crystal property won't be available for dumping. The City has informed the businesses that they will be responsible in finding their own site.
At the recent Council Meeting, enquired about snow dumping in the City of Brandon. The City Manager verified the businesses responsibility for this season.
I have mixed feelings over this matter. I'm concerned about safety and environmental issues.
Should the City be responsible for finding an alternate site for the businesses?
