Whats more dangerous????

I am just wondering. We have just had a cell phone ban placed on us because it is dangerous. All children must be restrained while riding in a vehicle.
My question or frustration is why are dogs allowed to ride on a lap of a driver, is this not maybe more dangerous to have a dog crawling or jumping around distracting the driver, and in the event of an accident the dog will then be thrown around.
