hands free devices for cell phone users

I totally support the new law requiring the use of hands free devices if one needs to talk on the phone while driving and have purchased a nifty little bluetooth device that works great - wish I'd had it a long time ago.
Just wonder why our local police officers who are supposed to enforce this legislation aren't held to the same standards. On my way home for lunch today I passed two separate police cruisers in different areas of the city and both times the officers were clearly talking on cell phones that were quite visable in their right hands!
One would think that if anyone should have two hands on the wheel while working it would be the police - are they exempt from this legislation and if not, what's the City or the Police Service management team telling their employees about setting a good example for others?
