Snow route "money grab"

Seems the city has found a way to grab extra $$$. They enforce the overnight snow route parking ban--even after the plows are long gone and it didn;t snow 3 or 4 overnight visitors awoke to $110. tickets thismorning. If it's not snowing what's the big deal??
