I find it surprising how many people break the rules at the track. It clearly states "NO Dogs", but I often see people running with their dogs. This isn't really a problem when there isn't many people around. But every Monday evening the same people wander around with a small dog or two that run freely, chasing after other runners.  
 
I'm not generally a ocmplainer, but how would be the best way to handle this?  
 
I use the track frequently and don't enjoy tripping over a dog, although if it was a big dog, it may keep me in better shape!
