The video added to this discussion was taken late this afternoon in a typical Brandon residential alley in a quiet neighbourhood. Two middle-aged men casually going garbage can-to-garbage can, having a look and picking out things of interest. At times appearing to rummage through what's on top, at others appearing to open bags for a closer look. One appeared at one point to eat something that he had found. One person whose garbage was being looked through stopped their car as they were leaving their house to have a look, the two men looking oblivious to the fact that they were being watched and just going about their business.  
 
Question is....Would you be the type of person to leave them be should they find something that they deem useful, or would you be the type to discourage them? How often has this scene played out in your neighbourhood?
