Is cell phone ban for everyone?

I was driving down 10th street on Tuesday and turned onto street North of 7 eleven, a Brandon Police officer cut me off while talking on his cell phone. Just wondering is there special laws for them? I have to wear a bluetooth, why can't they? Telling a few friends about this incident and they have too noticed police officers using cell phones while driving.
