Can I Get JUST A Voice Mail Service?

I just need a phone number and a voice mail option, no actual phone equipment or dedicated line at a fixed address is required.
I know I you can call MTS' generic voice mail number and retrieve your personal voice mail messages from any telephone, likely Westman too for that matter. This is what I am looking for as a solution to a side project I have potentially going on. Does anyone know if Westman or MTS would offer such a service? I am trying to keep the costs as low as possible as this is for a non-profit organization, and give all members the abilty to check this "Voice Mail" on a regular basis.
I had another thought about maybe using "Magic Jack" to solve this. First problem that comes to mind is that I think I have heard here before that people who have Magic Jack here in Brandon are stuck with a North Dakota area code? That could be a problem as I would like this number to be able to be called locally by anyone in Brandon without a long distance charge to them, in case they do not have a long distance plan.
Exploring / researching MTS / Westman / Magic Jack but would like to hear any feedback from anyone in town who might have any experience with a situation like this and the pros, cons, and pricing.
