What do you consider "Affordable Housing"?

While reading the goings about on e-brandon and in the local news, i always hear the term "Affordable Housing".
So i have to ask, since its a relative term...
"What do you consider affordable housing?"
Now in the hopes of not debating apples and oranges, ill lay out a few examples of rental properties, and try and figure out what we as a city are asking for when we say "bring in affordable housing!"
Were not looking for random statements here like "affordable for a small family with a medium income" because we could have an two entire discussions on what a "small family" is and what a "medium income" is. Lets quantify it so people know what we mean when we say "affordable housing"
** Assuming all properties are up to code, and were renovated 2 years ago with new appliances (for consistancy)
Property 1:
1 Bedroom, 1 Bath, private entrance, no yard, washer, dryer, dishwasher, air conditioning, parking not included but available, west end, school <: 3 blocks, townhouse style
RENT = ????
Property 2: 3 Bedroom, 2 Bath, Condo style, front and back yard, washer dryer, central air, dishwasher, west end, school <: 5 blocks
RENT = ???
PURCHASE = ???
Property 3: 2 Bedroom, 1 Bath, small house, Front and back yard, east end, school <: 2 blocks, washer, dryer
RENT = ???
PURCHASE = ???
Property 4: 3 Bedroom, 1 Bath, 4plex style, shared back yard, coin-op washer/dryer, south end, air conditioning, school <: 6 blocks away
RENT = ???
Property 5: 2 Bedroom, 1 bath, basement suite, kitchenette, north hill area, shared washer and dryer, shared back yard, school <: 3 blocks away
RENT = ???
so Brandon, what do you consider "affordable housing" ?????
