Toddler left in vehicle

Yesterday I pulled into the parking lot at the Royal Bank on 18th Street. In back seat of the silver honda civic (4 door) sat a toddler with blonde hair sipping a drink through a straw from a take out cup. The vehicle was running but no adult was in the vehicle.
I stood there for a moment and waited for the "responsible" person to exit the bank. She did. A short dark haired youngish woman with glasses. I asked her why she would leave her little girl in the car alone.
She told me that 'she' was perfectly okay - that she had left the car running with the air conditioning.
I made a comment regarding her treating her child like a dog or other family pet.
She told me to mind my own business - that what she was doing was okay and her kid was safe.
I told her that I was going to take her licence plate and reeport her to the police.
I was upset at this woman because she believe/s/d it is perfectly okay to
1 - leave a toddler unattended in a vehicle
2 - leave a toddler unattended with a straw & drink
What is wrong with people.
My question - would you leave your child in a vehicle while you went to conduct your banking or any other shopping???
