Study says moms lose 3% of salary or wage/year of absence

A new report says women who exit and re-enter the workforce when they have kids face wage losses of three per cent for each year of absence.
Is this unfair? Or is it justified because of the loss of skills over the long period of time most moms take after the birth of our children?
