Conditional discharges/sentances

They just don't seem to do any good in the long run.
One of our stores was robbed twice by the same person in a one-week period two years ago around Christmas. The suspect got community supervision/conditional sentance, ordered to pay back, and take counselling. This suspect has since committed another robbery, and may be linked to a couple others.
When will THEY ever learn? (You pick who "THEY" is...the government, the criminal, the justice system)
