Guy with Job Wanted sign

So, for about a week, I have seen a young man holding up a sign on 18th street advertising he needs a job, will work for food, etc. Then, this morning, on the corner of 18th and Richmond, his sign now says, "Canadian looking for job" and underneath this, its says "NON SPANISH". I felt for him when I first saw him last week, but that definitely turned me around. A few questions:
1. Is he actually looking for a job? If so, why can't he be like everyone else, pound the pavement and apply? He was standing across from about 50 businesses within walking distance he could have applied to. Please take into account that I have no idea what education, experience, mental problems etc. this person may have, if any.
2. Why the reference to being Canadian and non-Spanish? Is it in reference to the immigrants who come here to try and find a better life because it's possible here, and not as possible where they're from? Some come from making dollars a day to instead getting a fair wage for their work?
3. Is he trying to appeal to some people's unconscious racism and have someone feel sorry for the poor Canadian who doesn't like to actually look for work?
I found this disgusting personally on a few levels.
First, I feel Canada is one of the few countries in the world that welcomes different people from all over the world with open arms, which makes it a place worth coming to.
Second, in my child's school we have many immigrant families who work very hard (harder than many Canadians I know) to make a better life for their families. Often times, they do jobs no Canadians would be caught dead doing. They are involved, concerned and want to become a part of the "Canadian" culture.
I had to say, I was ashamed that a young Canadian man was holding this sign in our "progressive" city of Brandon.
So, there is my rant, and I'm interested to know what others think?
