Blamed for road conditions?

Last night, my son's and several other vehicles, hit black ice on the highway near Portage La Prairie, and went into the ditch. Police and emergency vehicles were at the scene, but still, others ended up in the ditch.
Today I spoke to MPI, because the car is mine, and they told me that my son was at fault and should have been mindfull of the road conditions. With that many cars ending up in the ditch in the same place, is it really the driver's fault?
Is this common for people to be blamed for road conditions? Had he have been the only one in the ditch, then fine. But honestly, they are going to collect how many deductibles from this tragedy, blaming each driver?
This is the first time that this kind of thing has happened to anyone that I know. I would like any opinions and experience that you may have.
I don't know how many vehicles there were in total, but at $100 - $500 a pop, per deductible, this sounds like a bit of a money grab to me.
