When is loud too loud!!

Just returned home from a local bar, we left early because music was too loud. I just don't know how people stand it. Do they not know that repeated exposure will damage their hearing. We did ask the DJ to turn it down and he did a bit. But not long after some guy was on the dance floor motioning for the DJ to turn it up. DJ seemed too happy to comply.
What does everyone else think? Should local bars (and the bands that play in them) have limits to how loud they play?
