Solar Sign on Hwy 1A - Riverheights Terrace?

I was wondering a few things about that Solar Hwy sign in front of Riverheights Terrace on 1A heading to Kemnay and Hwy#1.
1.) Was it the Dept. of Highways that built up that gravel base for that sign?
2.) Was it the Dept. of Highways that put that Solar Sign on it.
3.) In the year and a half that the sign has been there, does that sign work?
Who's footing the cost of that sign, the tax payers? If so we haven't got our moneys worth. Hwy #1 was closed yesterday and still the sign wasn't lit up, why is it there? We drive back and forth everyday and have never seen it work. Are they waiting for trees to fall on the highway? Cattle to cross? More deer to get killed before lighting it up? What is it there for? Maybe the light from the sign interferes with the view of the stars for the residents of Riverheights?
Just wondering........Some times you just have to say hmmmmmmmmmm.
