Mini-city being built next to Brandon?

Has anybody read about the new mini-city being planned? I think it is a great idea. It would be a new community , with its own movie theatre, stores, restaurants, etc. I think it would help Brandon expand, and attract new people. The mayor strongly opposes the idea, but what do you guys think?
