13th Street along Keystone Centre lot

Does anybody know what's happening to 13th from Park to Richmond??? Construction crews ripped out the pavement about a week back and I haven't seen anybody working on it since. Plus the hassel is that they left pavement around manholes, etc. so every car has to play a dodging game just to avoid these pieces...
