Black Ribbons

Does anybody know why there are black ribbons on trees, posts and poles all over town, and the yellow ribbons are gone?
Is this a 9/11 tribute of sorts, or is it some group (it would take a group to put so many black ribbons on so many poles and trees) playing a prank?
