600 block of 6th By the Co-op Service station

This is the 3rd year that they are working on this block Why?
2005 rebuilt the road completely
2006 Planed off surface and repaved?
2007 Planed off again to resurface?
Why would they do it for the 3rd time, I hope this is not everyones tax dollars or does it take the contractor times to get it correct. I drive on this block every day and I didn't think it look bad like 18th st did. If it didn't meet standards reduce the bill and use it until it brakes down. This seem like such a waste. What do you think???????????????????
