Brandon in top 10 "hot" real estate markets?

Read a piece in the Globe and Mail over the weekend that listed the top ten markets on the rise in Real Estate over the past year. Many have heard about Saskatchewan's current boom, but I was somewhat surprised to see Brandon at #10 in the country for a 30-some-odd percent increase in re-sale values from August 06 to August 07. Many of the top ten were in fact from Saskatchewan, such as Sasktooon (50%ish), Regina, Prince Albert and Estevan.
Much of this no doubt can be attributed to the fact that prices in BC and Alberta just don't have the room to go up that significantly... but what are peoples thoughts? Is it good or bad for Brandon that prices have shot up?
