Manitoba Youth Justice Act

Is it just me or do others feel that we need a serious overall of the Youth Justice Act? Why do so many youths commit crime? Is it because they get no punishment, no-one knows who they are, where they live, what they look like?
Maybe it's time to start printing names and pictures, maybe then will these kids start to realize that they pave their own way in society and that starts at 12, not 19!
