Downtown Casino Location

Assuming that we pass the casino vote, and that it will go downtown, where should it be located? and why or why not?
Spots I think would be considered are Covergy's, east side of 10th where the theatre was, old railway station strip on Princess, other strips along the tracks on Princess.
