There should be Something set up for people to exchange flowers with each other. Post what you are looking for and willing to trade for! Could be a great way to expand the variety in gardens all over the city!!

This is a great idea, but best in the spring when plants need dividing up and can be more readily transplanted.

Trading is a great idea. I did so when I just started out in gardening. But, I also ended up with plants I have now on purpose dug and thrown out.  
 
One concern I would have with trading is that if a person does not have chickweed or portulaca in their garden and they get a plant or plants from a flowerbed that does, now you have very very invasive weeds that are now going to be in the new location.  
 
The other thing is know your plants, know the new one you are trading for. Google it. See how invasive it is. There is a reason the other person is getting rid of it or wants to trade it away. Is it controllable and well mannered in the old location and will it be that way in yours? For example, lily of the valley and goutweed can look wonderful in the right locations but they are also known runners and will take over an area in short time.

Daisies are another one that can look great, but overrun a space, as can virginia creeper.  

Yes I agree knowing your plants is important and each person trading would have to be aware of what they or trading and do so at their own risk. I myself maintain my gardens well and take care of weeds all the time so I don't have any issue plants/weeds.

Tame portulaca is not invasive, but the wild counterpart is. Any tiny bit of the weed can start a new plant. It isn't just trading that can spread it...birds and shoes can too.
