Do the plants really need water?  
 
City crews were out today watering the boulevards!!!!

You aren't a gardener, I take it. As long as there is no standing water, water away! I have a fairly large garden/flower bed(s) and even though I watch the radar and weather constantly, I will be out watering away whether or not it has or is going to rain. The City is probably working off a tight schedule, so perhaps that day was the scheduled day to water. I've seen some water IN the rain. On the flipside, if it was a drought year and you never saw anyone water and the plants died, would you still complain? Be glad there are some departments in the City that take pride in what it looks like.

Gardner or not. A months worth of rain fell a day before but really, Did you expect the city to use their heads for once ? No we dont.

was done in the spring, it's likely washing the stone curbs of all of the winter sand and other debris. Parks Dept. also washes the stone centres on 18th and other locations.

to fertilize the plants? So far this year the flowers have been massively beautiful and I for one hope the "show" continues until frost time!

Thankyou for telling us what the city is doing, so people won't go crazy about it. I also agree the flowers are great this year.

A voice of reason. It doesn't matter how much it rains, to grow plants as beautiful as the ones the city does you need fertilizer!

Just because you had lots of rain where you live doesn't mean it was the same all over the city.  
 

The plants are like my huge pots at home. Water just rolls off all the foliage, so no matter how much comes from above, I have to hand water so it actually gets to the soil.

This comment needs a repeat.  
Officially Environment Canada says we had 3mm of rain on Wednesday. Reports from another part of the city had us at 50+mm. If the alternative is some kind of soil moisture testing very few blocks and cross referencing it with each plants requirements me thinks watering may end up being less time consuming?  

pretty much it, the foilage on these baskets act as an umbrella.
